Kilt Highlands
World-inside statute for the highlands strip: nothing under the kilt. Citizens, festival volunteers, and posted staff may ask a lift. This is adult festival theater with a refuse-to-fine path—not a street-harassment sim.
The law (in-world)
Skirt district, kilt days, parade routes: no pants under the tartan. Wind is the first inspector. People are the second. Caught with pants: comedy fine, one public drop, or a night in the joke cell—your pick at the desk.
House line: the wind checks first. Staff check second.
Gate rack
Borrow a house kilt or wear your own. Padded pouch allowed if it is not pants. Optional comedy: toggle "smuggled briefs" if you want to fail the lift on purpose.
